27.In every case all the Clerks should

distinctly understand that they are to assist in any work the

Pastmaster may instruct them to do and the Postmaster should

understand that, if a staff of 6 Clerks is allowed, the work

should always be up to date, and all causes of complaint re-

duced to a minimum.

28. I am not sufficiently well acquainted

with the rates of pay in Shanghai to suggest for what salaries

two extra Clerks could be obtained but to perform the duties

suggested I should think youths could be obtained at compar-

atively low rates.

29. In the HongKong Service we have many

educated Chinamen who are performing duties quite as respon-

sible.

30. Whilst reporting on the Shanghai Post

Office I would call attention to one or two points apart from

the working of the staff.

31. The inside of the Office requires a

coat of white or colour wash. The walls are absolutely black

and look as if nothing had been done to them for years.

32. The accommodation for sorting and

closing mails on a busy day is inadequate, it is not easy to

see how it is to be increased.
